LRN Review in Sindhupalchowk

RAP is currently undergoing an LRN Review by DFID. The review is being conducted by British Consultants ITAD, who are responsible for the Monitoring, Evaluation and Learning (MEL) component. The team visited Bahrabise-Budhepa road, Melamchi-Tipeni road and Chautara DTA office. During their visit they met with RMGs, RMUC, contractor and local users of the road at site and discussed about benefit and their satisfaction from RAP3 work.

Emergency Maintenance and Rapid Condition Survey Training

In line with RAP Continuing Professional Development annual timetable, RAP3 DTA Dailekh conducted an Emergency Maintenance and Rapid Condition Survey Training” from 30 September to 01 October,  2015 to DTO chief, DTO, RE/ARE/SAME/RMT/IOW/CTEV, iintern from LRAMS consultant, Graduate Engineer & Intern Engineer from RAP3. RAP3 DTL and EO are facilitating them about the need and procedure of “Emergency Maintenance and Rapid Condition Survey” of the DRCN road with practical.

New LDO in Parbat

New LDO Mr. Shiva Prasad Rijal arrived Parbat on 28th September and assumed the duty. He was officially welcomed to DDC in a small ceremony.

LRN Review Team in Achham

Mr Kamal Raj Pande LRN Review team visited to Achham from 9 to 11 September 2015. The Review team visited DRCNs; Mangalsen – Oligaun – Jupu – Santada – Ramaroshan Road up to 8 KM, Mangalsen – Chitre – Payal Road up to 6 KM, Timilsen – Ramaroshan Road up to 16 KM and Kirtikham – Lungra Road up to 3 KM, and later visited the DoR office in Sanfe. In above DRCNs, the Review team observed the maintenance works carried out by Road Maintenance Groups (RMGs) and road maintenance (structural) works under construction through the Contractors. The Review team also conducted on-site interviews with RMGs and organised an interaction meetings with contractors, FNCCI, district political parties and DDC/DTO staffs, DTAs and SC staffs.

Annual Progress Review (2071/72), Dailekh

District Development Committee Dailekh Organized an annual Progress Review workshop on 9 September, 2015. District based Government and Non-government offices were participated in this programme. In the previous years, it was being difficult to participate all actively in the programme. After 2-3 power point presentations many of the participants used to leave the hall. This year DDC tried to make some changes through gallery presentation. All the offices presented flex print with progress table, photos/success story and Tree analysis. In the tree different parts shows different reflection of the programmes such as Root-Input, Fruits-Output, Flower-Learning and Node-Challenges. Participant gave positive reaction to this type of review process.

LRN Review underway in Bajura

RAP is currently undergoing an LRN Review by DFID. The review is being conducted by British Consultants ITAD, who are responsible for the Monitoring, Evaluation and Learning (MEL) component. The Terms of Reference are to analyse the current RAP3 LRN approach to deliver results and value for money; in terms of strategy, processes, technical design and implementation. Technical design

Are LRN activities adequately evidenced (surveyed)? Are the designs for LRN maintenance and new construction adequate in terms of local standards/ conditions? Are the LRN- activities adequately costed, do unit rates represent good value for money?

Implementation

Are the technology choice/ implementation modalities optimal and pragmatic in terms of longer term management of the LRN networks? Are the specific maintenance works adequately packaged and scheduled for implementation? What are the quantitative impacts (in time/ cost for delivery etc.) of procurement and other risks and district capacities in delivering RAP3 LRN results?

Himalayan Times reports from Bajura

Khadak Sunar of Toli in Bajura district spent more than 14 years in neighbouring country India to earn money due to lack of opportunities in his place. But for two years, he has been staying in his village, working in local development projects. Of late, with the rise of development works in the village, employment opportunities have also increased in the district.“I did not earn well in India,” the Dalit man said, “But, here I am able to earn Rs 700 per day. Now I am living with his family while the village is also developing,” informed Khadak. Similarly, Jamuna Sunar of the same village said that the frequent visits of her husband to India for jobs had also stopped as both of them got the job in their own village.

Currently, the District Development Committee (DDC) is running a project in the village under the Rural Access Programme (RAP). According to Subas Bikram Thapa, Office Manager of  RAP, more than 900 people have got job opportunities in their own village for the RAP. Thapa further said the opportunities have increased due to the use of human labour instead of dozers in road projects. Different development works in the district have lowered the number of people approaching to India for employment. Mostly people from Dalit community used to visit the bordering county to earn money. However, with the increase of opportunities, the number has decreased informed, Kasi BK, a Dalit leader.

Rotation of DTLs

As part of the RAP3 Human Resources policy staff are rotated between districts every two years. The first rotation is of the District Team Leaders effective 1st September 2015. Districts vary greatly in terms of the hardship of working and living condition and the rotation policy means that staff spend a limited time the most difficult districts. The photo shows Bakhat Shahi, DTL of Jumla, at his farewell reception at the RAP office in Jumla. Bakhat has been reassigned to Humla to lead efforts there to deliver results on the two new roads being constructed in the district. The sites are four and five days walk from the DDC’s HQ in Simikot so Bakhat will be living and working in Darma and his engineering officer at Galphagad one days walk away.
