How do they manage?

Dipak Dhakal, newly appointed District Team Leader for Dailekh, has reported moderate progress on the last 4km of the Deshigade –Mahbahu road, which on 20th January was halted by heavy snow, as can be seen in the photo taken near Unpata. As if the weather were not enough the photo below gives some indication of the challenges caused by the terrain. How do you build a road in these conditions? Answer – slowly and with difficulty!

New SED TL Starts

Shuba Chandran joined us earlier this month as the SED team leader.  Prior to RAP3, Shuba worked as a Private Sector development adviser and comes to us with 18 years of senior level experience reviving and managing large scale social enterprises in the agriculture, manufacturing, eco-tourism and social sectors in India.  She has previously worked as CEO of Woodbriar Group, a top 5 tea farming business in India, senior adviser at Agriculture Development Company (AgDevCo) – a social impact investor and agribusiness project developer focused on Africa, designing private sector and small farmer community partnership models to accelerate access to markets in Tanzania, and as project manager at Carter Wind Turbines, a renewable energy business in the UK.  She is experienced in commercial and impact investments in frontier markets.  Shuba is an alumnus of the London School of Economics and a Yale World Fellow.

IMC Signs Paris Pledge

We are delighted to hear that IMC Worldwide has signed a joint declaration pledging support to the goals of the recent Paris Agreement on climate change. From now on IMC will support the Agreement with actions including actions we are already taking in head office, on our projects and in the way we operate. RAP3 has made it known to IMC that an early start to cutting down carbon emissions has already been made in Nepal by the simple expedient of not using any heating what so ever in its offices this winter. Attached photo is of the happy band in KTM in their “reduced carbon environment”, albeit forced upon us by the fuel and gas embargo and related energy crisis here in Nepal. Please note the scarves, gloves, woolly hats and coats that are now standard indoor office wear, not to mention thermals or car sharing arrangements, to combat office day time temperatures of around 7 - 12 degrees C.

Worker Briefing Cards

To make sure that RAP3 workers are clear about their rights and obligations it has been decided that Briefing Cards will be read out by social mobilisers when workers are paid. Overtime it is hoped that repeatedly reading out the cards will allow workers to answer questions such as: who funds RAP, who is meant to benefit, who is insured, what are the compensations rates, what is first aid and the “Safety First” policy, how are wages calculated for RBGs and RMGs, when are they paid, what sanitary arrangements must be put in place, what are the arrangements for substitute workers, what does “Care for the Environment” mean and why do we hold public audits? From time to time we will question workers about these issues to find out how much they know and understand about RAP3. The Nepali version has already been translated by the Kalikot district team. CPD Training on Procurement

In line with RAP3 Continuing Professional Development annual timetable RAP 3 DTA Dailekh conducted one day CPD training on Procurement Modules on 20th January 2016.  The training was attended by 10 participants from DDC/DTO/SC and RAP 3 DTA.  RAP 3 Engineering Officer Dipak Dhakal facilitated to participants about the Procurement, Public Procurement Acts & Regulations, Procurement Plan, RAP3 Procurement procedures, Detailed Bid Evaluation and  Pre Contract Award Procedures.

Basic Computer Training

RAP3 DTA, Jumla conducted one day Basic Computer Training to  DDC/DTO and SC staff  on 8th January 2016 as per planned in ASP 2015/2016.  The program was inaugurated by acting DTO chief  Narayan Prasad Chaulagain. Total fifteen members (9 from DDC/DTO and 6 from SC)  participated in the training.

Training on Rural Road Construction and Orientation on Nepal Rural Road Standard

One day training was organised for DDC/DTO/SC technical staff on Rural Road Construction and Nepal Rural Road Standard in district headquarter Manma on 17th January 2016. The programme was chaired by the DTO chief Chakra Bahadur Shahi. The training was planned under annual support Plan of 2072/73. The training was facilitated by  Bishnu Ram Bista, DTL, RAP3 Kalikot.

Orientation to SC on Design and Implementation Module

Supervision Consultant's all field staff were orientated on design and implementation module on 16th of January 2016 at Manma by RAP3 DTA Kalikot. They were trained on design of gabion wall (how to lace, how to bracing, assembly, packing and stones filling in gabion creates), dry wall, subsurface drainage. At the end of the session all staff attended the exam in designing different four types of cross sections.

District Transport Infrastructure Coordination Committee (DTICC) Meeting

DDC Bajura, in assistance with RAP3 DTA organized DTICC Meeting for ARAMP approval of FY 072/73 on 14 January 2016. The meeting was attended by Members of Parliament, ex. minister for industry Karna Bahadur Thapa, representatives from political parties, Chief District Officer and other DTICC members including GoN line agencies. The program was chaired by  LDO,  Arjun Prasad Subedi. RAP3 DTL, Ramesh Neupane briefly talked about different kinds of interventions and how they are prioritized & implemented while allocating budgets in the ARAMP.The meeting was participated by 60 participants.

Public Hearing on Improvement Project

Public hearing of improvement of Silmi-Thulipokhari-Karkineta road, 44DR017 was conducted on 6th of January 2016 at Silmi, Parabt district. The programme was attended by representatives from local level political parties, stakeholders, landowner and others. The programme was organized on the chairmanship of Rajendra Subedi, Chairman of LRUC and chief guest Mahendra Bdr Baniya, Chief District Engineer DDC Parbat.  Manoj Baral, ARE RAP3 welcomed the participants and highlighted the objectives of the program. Kamal Regmi, DTL RAP3 presented the details of the improvement works, technical parameter, design standard, working modality, scope of project and funding mechanism.
