Farewell and Welcome

RAP3 DTA team, Kalikot organized a program on 24th March 2016 to farewell office manager, Mahesh Khatri and welcome of new Engineering officer, Ramesh Khatakho. In line with RAP3 policy that every district staff will be rotated after two years, Mr. Khatri has been transferred to RAP3 Regional Office at Nepalgunj. He spent almost two years and three months at Kalikot.

Public Audit in kalikot

Local Road User Committee (LRUC) level public audits are in progress in all six LRUCs from 18th - 24th March 2016 (five LRUCs of Sannnighat-Shyuna-Shipkhana District Road and one of Jarkot-Ramnakot District Road). The first Public audit was done in Mastadaulpur LRUC of SSDR on 18th March. The program was chaired by Prithi Bharsyal in presence of more than 400 numbers of RBGs and SBGs members. LRUC, LRCC, VDCs representatives, sub-inspector from area police office, VDC level politicians, NGO staffs, SC technicians, RAP DTA and other stakeholders are actively participating.

RAP Coordinator for DoLIDAR visits Parbat

The RAP coordinator for DoLIDAR, Mohan Chapagain arrived at Kushma, Parabt on 16th of March 2016 for inspection of RMGs and improvement work. He had a brief meeting with the Local Development Officer, Yuvraj Pokharel, the Chief District Engineer, Mahendra Bahadur Baniya and RAP District Team Leader, Kamal Prasad Regmi. The team observed the progress of the Improvement project as well as work of RMGs at Silmi-Thulipohari-Karkineta, Patichaur-Maidan Labsibot Road and Maidan (Deupur)-Purnagaun district roads.

DFID Audit visits Dadeldhura

Members of DFID’s Internal Audit Department based at East Kilbride in Scotland are on a two week visit to Nepal to assess, amongst other things, what assurance and controls DFID and RAP3 have in place. The current visit was postponed following the earthquake last year on 25th April to allow the office in Nepal to recover. The rational for this Assurance Review derives from a number of risk factors identified by IAD that gives Nepal a medium risk rating. The team is in Dadeldhura today 14th March conducting a field visit following interviews with the RAP3 team here in Kathmandu on 8th March. Other Field Visits

Apart from the field visit by the Internal Audit Department of DFID in the UK we have a series of field visits by various teams on going at the moment. A Fiduciary Risk Assessment team is currently visiting Jumla and Mugu and a Public Finance team from the Crown Agents was due to take place but was cancelled at the last moment. Not to be out done our SED team had been making extensive field visits to Dailekh, Kalikot, Jumla and Mugu and is due to return tomorrow. And finally Gavin English, Managing Director of IMC in the UK will be visiting Nepal in early April. Photo looking down from Chankeli Pass across Mugu to Gamghadi.

DoLIDAR visits Kalikot

On 12th March 2016, a team including Senior Divisional Engineer from DoLIDAR visited Kalikot for monitoring the programme working in the district. A program was organised at DDC hall, Manma. As a representative from RAP3, District Team Leader Eng. Bishnu Ram Bista presented the progress and summary of the programme including the LRN problems and social issues that are being faced at the site during construction of roads. DDC/DTO stakeholders, representatives from projects and programmes of the district participated the program.

Admiration Certificate

Indra Prasad Adhikari writes from Doti that during the programme to publicise the decisions of the 20th District Council on 12th March 2016, RAP3 was honoured with an Admiration Certificate for its contribution in the field of LRN, Trail bridge, RET and SED activities.

Orientation to political parties

RAP3 DTA team Dadeldhura, organized an orientation for district political parties on 10th March 2016. The objective of the training was to familiarize LRN Asset Management, to know the RAP3 progress, introduce the Annual Support Plan, Management Support Cost, Continual Professional Development Program & Health and Safety concern. District Team Leader Mr. Shankar Pokhrel presented the importance of DTMP/ARAMP preparation to implement LRN Asset Management Program. The program was chaired by Local Development Officer Mr. Gyanraj Pandey where representatives of district level political parties including RAP3 DTA/SC Engineers and DTO technician were presented.

Orientation Workshop - Kalikot

RAP3 DTA team Kalikot, organized a one day orientation for district political parties on 1st March 2016. The objective of the training was to develop a clear concept on preparation and implementation of District Transport Master Plan (DTMP) and Annual Road Asset Management Plan (ARAMP). The program also included the RAP3 YR3 progress in the district till date. RAP3 District Team Leader Mr. Bishnu Ram Bista presented the importance of DTMP/ARAMP preparation in Nepali version so as deliver clear concept to political parties. 

The program was inaugurated by Chief District Officer Mr Pradeep Shrestha where Acting LDO Mr Bhola Prasad Chapagain, representatives of district level political parties including RAP3 DTA/SC Engineers and technicians were presented. The overall program was interactive where many representatives raised the questionnaire which were answered by CDO/LDO/DTA team.
