RAP Coordinator for DoLIDAR visits Jhapa

The RAP coordinator for DoLIDAR, Mohan Chapagain arrived Jhapa on 21st of June 2016 for inspection of Dudhe Shivganj Road, an improvement project funded by GoN with RAP3 providing technical assistance. He observed the progress of the Improvement project as well as work of Road Maintenance Groups. He had a brief meeting with the LDO, DTO chief, DDC staff and RAP district staff.

Assistant CDO visits SSDR

On 14th June 2016, a team lead by Assistant Chief District Officer of Kalikot Mr. Padam Lal Lamichane with representatives from DDC/DTO engineers visited Sannighat-Badala section of Sannighat-Shuna-Shipkhana Raod. The team was briefed by Ramesh Khatakho (Engineering Officer, RAP3)  and Mahesh Bhattarai (Programme Officer, LNGO) on engineering and social aspect rerspectively.

Financial Audit

RAP conducts an external audit at the end of every implementation year to provide assurance to UKaid, DFID, GON, DDCs and the local communities with which we work regarding the programmes financial management processes and financial statements. Chartered accountants from TR Upadhya & Co will perform audits on our accounting records and whether proper procedures have been followed. By 8th June the auditing teams had completed audits in 7 districts, including Achham, Doti, Jhapa, Morang Sindhupalchowk and Sankhuwasabha and are currently working in Bajura and Humla. The consolidate draft report for the second year of implementation for all DDC, RAP offices and INGO offices is expected to be completed by the end of July 2016. Photo shows audit at work in Doti.

EIA Submitted

The Environmental Impact Assessment (EIA) for the proposed Gamghadi-Chankeli-Darma road was submitted to MoFALD on 31st May 2016. The EIA was submitted on behalf of the DDC offices of Mugu and Humla based on a Scoping Document and TOR approved by MOPE in January 2016. Public Hearings were conducted at six locations along the alignment of the road and with the two DDCs concerned during the period 19-29th April 2016. Once forwarded by MoFALD to MOPE a 30 day Public Notice will be issued to allow the general public to review comment on the EIA. Following this the EIA will be reviewed by a Committee of Environmental Specialists formed by MOPE and representatives of other line ministries and returned to RAP3 for finalisation ahead of final approval by MOPE. The pace at which the EIA has been processed owes much to the support and cooperation provided by the DDCs concerned, the local communities affected and the central ministries that have supported the RAP3 team preparing the EIA.

 

Verification of Results

RAP3 is paid against results achieved in the field and a schedule of Disbursement Linked Indicators (DLIs). For new construction the most important DLIs are 1) Road length under construction which has two parts, these being a) Track under widening to 3.5m (km) and b) Track under widening to 4.5m and structures started (km) and 2) Employment days generated (number of days). DLI’s must be verified on a sample basis by a third party to meet DFID verification requirements. MEL, the Monitoring and Evaluation and Learning component of the DFID programme, is using a team of graduate engineers specially trained for the purpose. A training course is planned from 7-9 June 2016 to be followed by pre-testing in Sindhupalchowk ahead of the team being deployed to the sample districts by 12/13 June.

 

“From Idea to Trade”

CONNECT, RAP3’s Business Development initiative, kicked off with a meeting in Doti on 6th June, 2016. Chaired by the LDO of Doti, Mr. Basudev Regmi, the meeting was introduced to the idea of a business incubation centre called the Idea Studio. Part of the Kathmandu University School of Management (KUSOM), it provides a platform for innovators and experts from academia, the private, technical and development sectors, to transform innovative ideas into successful businesses. From more than 600 ideas in the fields of agriculture, education, information technology and tourism, a total of 35 of the most creative business ideas were selected for mentorship at the incubation centre. Getting the message across

In a recent email to District Team Leaders for new construction, Bill Seal, RAP3 Engineering Team Leader, writes that he would like to share LRN training materials prepared by the Kalikot DTL Bishnu Ram Bista. The materials were prepared with the intention of orientating / brush-up of Support Consultant staff in construction quality issues following a field visit by the District Coordinator for Kalikot Hom Nath Lamsal and his recent Field Visit report. Bill writes that while not all issues apply to all ongoing works, he thinks that it is an excellent approach to making sure that site supervisors are on message and repeatedly explaining what is needed to the workers.
