LRUC level Public Audit in Kalikot

On 26th December 2017, joint LRUC level public audit of SSDR was organized at the premise of Raskot Municipality in the presence of Raskot Municipality’s  Mayor, Deputy Mayor, ward Chairpersons, representatives of LRCC, LRUC, journalist from local radio and more than 400 RBGs/SBGs. The audit program was chaired by Charcha Bd Shahi. The 3rd and 4th running bills of June to September 2017 including bioengineering and EMP works were audited. Similarly on 27th December 2017, the 3rd running bills of June to September 2017 and bioengineering works were audited at Jarkot by Palata LRUC- JRDR working in the presence of ward chairpersons, LRCC/LRUC representatives, and journalist from local radio. The audit program was chaired by Deepraj Bam. More than 500 RBGs/SBGs actively participated in the event. Local Deuda Nach, dance and performance from local and national singers made the event more interesting.

Completion of Second District Engagement Workshop

RAP 3 DTA Parbat successfully completed the second phase District Engagement Workshop on 29th December 2017 at DCC hall, Kushma. The program was chaired by DCC Chairperson, Manohar Biswakarma Poudel and was facilitated by Prakash Sharma, Social Mobilization Officer, DCC. The main objective of the workshop was to clarify about RAP 3 support strategy for federalization and its working period as well as taking feedback from the representatives and possibility of work to be carried out during the next phase of RAP. LRN Maintenance coordinator, Harihar Bhandari presented the RAP support strategy for federalization. The questions and queries raised by the participants were addressed by Harihar Bhandari. The total participants in the program were 57 including the participants from 7 different Municipalities and Rural Municipalities, representatives from DCC/DTO, RAP 3 TMO and RAP 3 DTA. The program was formally closed with the closing speech by DCC Chairperson.

Second Engagement Workshop

DTA Dailekh has successfully conducted Second Engagement Workshop in the presence of representative from Municipality /Rural Municipality and District Staff of DCC and DTO at DCC hall Dailekh. Total participants were 49 including RAP3 staff. One executive officer and Chairperson/Vice-Chairperson were participated from each Rural Municipality/Municipality. The Programme was chaired by DCC Chairperson  Prem Bahadur Thapa and anchored by Kham Bahadur Thapa, Account Officer, DCC, Dailekh. Programme was started with introduction of each participant. Welcome speech and objective of the programme was delivered by DCC Programme Officer Padam Sapkota. Rajendra Kumar Shrestha, RTL had presented on Review of First Workshop. DC Laxman Bhakta Dahi Shrestha highlighted on RAP3 Support Strategy for management of Federalism. And also presented the possible support from RAP3 within its 15 months’ time frame and scope of works. During and after presentation, question and concern on workshop content was put by Chairperson of Bhairavi Rural Municipality Prem Bahadur Budha and clarified by DC Laxman Shrestha. In the concluding session, Bhagawatimai Rural Municipality chairperson Dan Bahadur Thapa and Dullu Municipality Mayor Ghanashyam Bhandari delivered their views and suggestions regarding the importance of workshop and support proposed by RAP 3. In addition, the feedback for RAP 4 design also collected from the participants and the workshop unanimously passed the proposed RAP 3 support and demand for RAP 4 in Dailekh. The Programme was concluded by DCC Chairperson Prem Bahadur Thapa and express the commitment on coordination form DCC on every aspects of programme implementation in Dailekh now and in near future too. Since RAP 3’s impact in Dailekh is very effective and positive responses from beneficiary of Dailekh and thus requested for RAP 4.

Second round Engagement Strategy Workshop

Sindhupalchowk DTA successfully completed the second round Engagement Workshop on 28th December, 2017. The programme was chaired by the District Co-ordination Officer and Vice-Chairperson of DCC was the chief guest of the programme. Mayors/vice-mayors, Chairpersons/Vice-Chairpersons and Chief Administrative Officers from 12 R/Municipalities participated in the programme. The programme was facilitated by Pratik Paudel, RAP 3 Graduate Engineer. The workshop programme was begun with the warm welcome speech by Madhav Jung Karki, Chief District Engineer requesting for active participation to all the participants. Main objective of the workshop was to discuss about first workshop’s findings and support strategy of RAP 3 for newly formed federal system. Mitra Shrestha, facilitator from RAP3/TMO, presented the issues of first level engagement workshop and the support RAP3 can provide to the local bodies during the remaining project period and responded to the queries raised by the participants. Later on, the priority issues of the local levels were discussed in groups and presented in the forum, which could be incorporated in scoping of RAP 4.  The programme was formally closed with the closing speech by District Co-ordination Officer.

Trees counting work is completed

The tree counting & numbering works along the MHLR road alignment up to the Chankheli pass (Ch. 37+930) has been completed recently. The team led by Acting DFO, District Forest Office, Mugu, with the support from RAP 3 DTA conducted the field survey from 5th December 2017 to 25th December 2017 in two lots. The alignment passes through the area of three community forests (Dasaiyaa Patal CF, Mindanda CF and Chankheli CF) and one national forest (Birkhama National Forest) in Mugu. During the survey, the size of the tree was considered more than 50cm girth and the height of 300cm from the ground level. According to the survey, total 974 nos of trees will be necessary to clear when the road construction starts.

Second Phase Engagement Strategy Workshop

RAP 3 DTA Mugu has organised second phase Engagement Strategy Workshop on 28th December 2017 for Municipality/Rural Municipalities. The program was chaired by DCC Coordinator Purna Bahadur Rokaya and chief guest was the Mayor of Chhayanath-Rara Municipality. The distinguished guests and the participants were from DCC, Municipalities and Rural Municipalities. The objective of the workshop was highlighted by DTL, Mohan Ruwali. Overall presentation was presented by Bishnu Ram Bista, RAP 3 MHLR Acting Deputy Team Leader. The main objectives of the workshop was discussed and presented on six different thematic areas identified on first engagement workshop and support strategy of RAP 3 can offer for the development and prosperity of the district in newly formed federal system and scoping of RAP 4.  The workshop was formally closed DCC Coordinator Purna Bahadur Rokaya.

SMG orientation and refresher training

DTA Achham conducted Orientation and refresher training to three Specific Maintenance Groups (SMGs). Orientation training for newly formed Devkanya(B) SMG was organised on 25th December 2017 and training to existing Kalika Devi and Devkanya SMGs was organised on 26th December 2017.  DTA team described on scope and procedures of SMG works focusing on workers and work site and how possible accidents can be reduced with the use of safety gears provided to them.  Procedures of construction of gabion wall, dry wall and stone soling was explained with the help of work method statement. Additionally, SMG groups were also informed about the payment procedure, Health and Insurance provision of RAP 3 provided to them.

RMG contract extension and coordination with R/Municipalities

19 RMGs groups consisting of 136 members, are mobilized in Doti for the routine and recurrent maintenance work in 9 DRCN, to make the road trafficable throughout the year. From August 2017, all RMGs were contracted on the monthly basis due to restructuring of district into R/Municipalities, which has been now extended till 16th July 2018. Along with that, DCC Doti has recently issued a letter to R/Municipalities requesting them to assign one technical focal person for the effective monitoring and supervision of RMGs works.

Local Government Engagement Strategy Workshop Phase II

DTA Dadeldhura successfully organized one-day phase II engagement strategy workshop on 24th December 2017. The program was chaired by DCC Chairperson Ganes Raj Bhatta and main objectives of the workshop was to discuss about first workshop’s findings and support strategy of RAP 3 in newly formed federal system. All together 35 participants including Mayor/Vice-Mayor of the municipalities, Chairperson/Vice-Chairperson of the rural municipalities, executive officers, officials of DCC, DTO were present in the program.  LDO, Rajes Babu Ghimire warmly welcomed and requested for active participation to all the participants. RTL Krishna Sharan Dhungana presented the brief introduction and objective of the workshop. RAP 3 SDS Shankar Prasad Pokharel presented on support strategy in newly formed federal system. The participants got involved in group discussion on their priorities under six topics namely Policies, Planning, Implementation, Financial management, Organizational Structure and Monitoring/Evaluation for the feedback for RAP 4 design and presented their conclusions. RAP 3 DPM Dilli Prakash Sitaula further clarified some confusions before DCC Chairperson concluded the program with vote of thanks.

Second Engagement Workshop, Humla

RAP 3 DTA Humla conducted second round engagement workshop on 24th December 2017 at Simikot. The workshop was chaired by DCC chairman Dan Bahadur Rawat in the presence of other distinguished guests. The workshop was attended by Chairpersons, Vice-Chairpersons of rural municipalities, Executive officer, personnel from District Police, Administrative officers and other related people. The main agenda of the workshop was to clarify the district team officials about the support and help that RAP 3 can offer for the development and prosperity of the district. The guests were addressed by RAP 3 Humla team leader Bishnu Prasad Kharel with support from office manager Padam Bahadur Bayak.
