RAP3 supports capacity and institutional development across all of its components. We agree Annual Support Plans with target groups – including government bodies, NGOs, the private sector, and civil society organisations – which define the capacity building strategies and targets for each group. This includes extensive formal and on-the-job training and support programmes, including experience sharing.
RAP3 also consults with national level organisations and associations to promote wider reach of the capacity building programme. This includes advising university departments and training organisations on revision of curricula and course content to promote an Asset Management culture among young engineers.
The intended outcome of the capacity building and institutional development component is a change in how things are done – appropriate changes in policy and strategy, participatory planning, implementation and behaviour – with the overall aim of good governance in the management of the whole of the rural infrastructure sector.
