RMGs payment

District:

Payment for the work done by RMG has been completed for the month of September immediately after the Dashain festival through direct budget of RAP 3. Similarly, work plan for the month of October has been given along with the supervision by respective site in-charge. Measurement and payment of this work would be carried out after Tihar festival.

Arrival of new Graduate Engineer (GE)

District:

As according to GEs rotation Ms. Neelam Thapa has been rotated to TMO effective from 8th October 2017. Ms. Binita Poudel joined Parbat RAP 3 DTA from 8th October 2017. She was introduced with LDO, DE, planning officer and other members of DCC/DTO.

Continual Improvement Matrix (CIM) Review of DCC

District:

The CIM Assessment of DCC, Parbat was carried out in Chairpersonship of Local Development Officer on 12th September 2017. There were altogether eleven participants including LDO, Acting District Chief Engineer, Engineers, Social Mobiliser Officer, Account Officer, Programme Officer and DTA team. Mitra Shrestha from TMO RAP3, provided the background of CIM to the participants as well as basis for scoring while GE mentioned the previous year score of different key elements of thematic area for facilitating the assessment. The DCC/DTO officials scored various rating on different thematic area by consensus and thorough intensive discussion. The average score of CIM for 2017 is 7.18 which is more than previous year’s CIM score by 0.71.

District Annual Review and District Engagement Strategy Workshop

District:

District Annual Review and District Engagement Strategy Workshop of Rural Access Programme 3, Parbat was conducted on 13th September 2017 at District Coordination Committee (DCC) Hall, Kusma Parbat. The Programme was chaired by Manohar Biswokarma Poudel, DCC Chairperson and altogether 66 participants including Chief District Officer, DCC Vice Chairperson, other DCC member, Local Development Officer, Acting Chief District Engineer, Mayor/Vice Mayor, Executive officer of Municipality, Chairperson/Vice Chairperson, Executive Officer and technical personnel of different Rural Municipalities, Chairperson of Nepal Journalist Council, DCC/DTO officials, RAP3 DTA team and TMO facilitator for Parbat, Mitra Bahadur Shrestha. Prakash Lamsal, Social Mobiliser Officer, DCC, played the role of facilitator. The welcome speech as well as main objectives of the workshop was explained by Acting Chief District Engineer, Laxmi Prasad Bhandari. Graduate Engineer, Neelam Thapa carried out presentation on RAP3 Introduction and District Annual Progress Review. Mitra Bahadur Shrestha explained the need of conducting district engagement strategy in the changed context of district after the transition of nation into federal system and establishment of various Municipality and Rural Municipality. Another important highlight of the programme was group discussion of Municipality and Rural Municipality on different thematic areas for identifying existing problems in those areas on priority basis as well as possible solutions to address those problems.

Joint Monitoring of RMG works by RAP3 DTA & DCC

District:

DCC Chairperson & Planning Officer who are new to concept of Road Maintenance Group were briefed about the implementation of Road Maintenance Group (RMG) on different aspect such as their part time involvement in road, their formation and how number of RMG members depend on road length, brief list of routine/recurrent maintenance activities that are carried out by RMG etc. A field visit for monitoring of RMG works was carried out by RAP3 DTA along with DCC on 7th September 2017. DCC Chairperson, Planning Officer & Social Mobiliser Officer from DCC and Office Manager & Graduate Engineer from DTA were on field visit team. Two roads namely Armadi-Bhatebari-Banau (44DR006) & Pathichaur-Maidan-lapsibot (44DR014) were visited.

Transfer of District Technical Office staff

District:

Most of DTO staff except DTO Chief and 2 engineers including all technical staff have been assigned to different municipalities and rural municipalities within the district after the federal restructuring of the country and establishment of local units.

Election of new DCC Council member

District:

A District Co-ordination Committee Council consisting of nine members has been elected in Parbat on 1st August 2017. Manohar Bishwokarma Poudel and Yam Kumari Rana have been elected as Chairperson and Vice-Chairperson respectively.

Bio-engineering and Maintenance Training

District:

Bio-engineering Training and Maintenance Training on RMG Model was held on 30th & 31st July 2017 for DCC/DTO staff of Parbat district. Most of them are now assigned to different municipalities and rural municipalities within the district. Theory class was held on 30th July while Brush Layering was done during practical on 31st July 2017. Chiranjivi Sharma, Environmental Specialist, facilitated as resource person for Bio-engineering training while Graduate Engineer,  Neelam Thapa delivered module on RMG Model.

Meeting with DCC/DTO regarding RMG continuation post July 2017 amid introduction of local level structure

District:

Meeting was held among LDO and DTO Engineer regarding continuation of RMG in previous model from DCC for next 3 months until a clear picture of how local level structures (Municipalities/ Rural Municipalities) would function is determined. Similarly, it was also discussed that it may take quite longer to receive budget from GoN due to which it might not be possible to ensure monthly payment to RMG.

Supply of construction tools and safety gears

District:

Supplier has duly delivered all the construction tools and safety gears for Road Maintenance Groups (RMGs) under the contract agreement DCC/RMG/ST/073-074/002 to Store of District Co-ordination Committee (DCC), Kushma. Further, payment to supplier has been made by DCC. This procurement was carried out in order to replenish the old and torn out construction tools as well as safety gears for RMG.
