Completion of Second District Engagement Workshop

RAP 3 DTA Parbat successfully completed the second phase District Engagement Workshop on 29th December 2017 at DCC hall, Kushma. The program was chaired by DCC Chairperson, Manohar Biswakarma Poudel and was facilitated by Prakash Sharma, Social Mobilization Officer, DCC. The main objective of the workshop was to clarify about RAP 3 support strategy for federalization and its working period as well as taking feedback from the representatives and possibility of work to be carried out during the next phase of RAP. LRN Maintenance coordinator, Harihar Bhandari presented the RAP support strategy for federalization. The questions and queries raised by the participants were addressed by Harihar Bhandari. The total participants in the program were 57 including the participants from 7 different Municipalities and Rural Municipalities, representatives from DCC/DTO, RAP 3 TMO and RAP 3 DTA. The program was formally closed with the closing speech by DCC Chairperson.

RMG contract extension and coordination with R/Municipalities

19 RMGs groups consisting of 136 members, are mobilized in Doti for the routine and recurrent maintenance work in 9 DRCN, to make the road trafficable throughout the year. From August 2017, all RMGs were contracted on the monthly basis due to restructuring of district into R/Municipalities, which has been now extended till 16th July 2018. Along with that, DCC Doti has recently issued a letter to R/Municipalities requesting them to assign one technical focal person for the effective monitoring and supervision of RMGs works.

Completion of RMG work plan audit

The RMG Work plan audit was accomplished by Tulsi Neupane, internal auditor in Parbat district on 21 – 22 December 2017. The audit was focused on the effectiveness of RMG guidelines and procedures adopted for work plan preparation, works assignments, monitoring and supervision, measurement and the RMG payment system for the works. On 21st December, documents related to RMGs were reviewed in the DTA office in the presence of GE and OM. Similarly, on 22nd December, field visit was organized on three different DRCN (Patichaur-Bajung-Kyang, Maidan-Purnagaon, Patichaur-Maidan-Labsibot) to meet the RMG and interact with them along with GE, OM and IOW. The auditor observed the health and safety condition of the RMG members. The closing meeting was organized to discuss the findings from the overall audit. Internal auditor made a courtesy visit to Chief District Engineer, Jagadish Sharma to gather their view of the RMG working system.

Contractor working for defect correction in improvement section

2.2km of Silmi-Thulipokhari-Karkineta DRCN of Parbat district was improved through contractor and was substantially completed on 26th January 2017. And now the contract is under Defect Liability Period with effect from 26th January 2017 to 25th January 2018. So after the combined field visit of DTO engineer, representative of DCC and RAP 3 team defects were identified and issued to the contractor giving one month time. And now contractor is working for the defect correction as per the identified defects. The major works identified to be corrected includes construction of damaged head wall, construction of overturned gabion wall, construction of washed out catch pit and removal of debris from the catch pit.

External audit completed

District:

The external audit team from TR Upadhaya Audit firm, Ashik Acharya and Prabin Koirala visited the Parbat DTA from 26th to 28th October 2017 to conduct audit on RAP 3’s financial and other related activities carried out from February 2016 to July 2017. The team was accompanied by  Rakesh Khadka, Contract/Finance Officer from RAP 3, TMO. The team reviewed the financial activities including payment of RMGs, RAP 3 GoN fund, expenditure of RAP’s office, ASP, TA, attendance register and logbook. After the completion of audit, closing meeting was conducted on 28th October 2017 to share the general findings and suggestions of audit to the DTA. Audit team thanked DTA team for the support during the audit period.

Joint field visit of DTO/DCC/RAP 3 team

District:

On 30th October 2017, a meeting was held among DCC/DTO regarding improvement work of Silmi-Thulipokhari-Karkineta road and handover of RMG program to local level.  LRN Maintenance Coordinator, Harihar Bhandari talked about the DLP revision of the improvement work. Following day, a joint field visit of  DTO/DCC/RAP 3 DTA along with LRN Maintenance Coordinator was conducted on Silmi-Thulipokhari-Karkineta road to see any defects in the improvement section (2.20 Km). On 1st November 2017, the monitoring of RMG works was done on Mudikuwa-Kurgha-Lunkhu, Lunkhu-Balakot and Lunkhu-Payubhanjyang-Hosrangdi road.

RMGs payment

District:

Payment for the work done by RMG has been completed for the month of September immediately after the Dashain festival through direct budget of RAP 3. Similarly, work plan for the month of October has been given along with the supervision by respective site in-charge. Measurement and payment of this work would be carried out after Tihar festival.

Arrival of new Graduate Engineer (GE)

District:

As according to GEs rotation Ms. Neelam Thapa has been rotated to TMO effective from 8th October 2017. Ms. Binita Poudel joined Parbat RAP 3 DTA from 8th October 2017. She was introduced with LDO, DE, planning officer and other members of DCC/DTO.

Continual Improvement Matrix (CIM) Review of DCC

District:

The CIM Assessment of DCC, Parbat was carried out in Chairpersonship of Local Development Officer on 12th September 2017. There were altogether eleven participants including LDO, Acting District Chief Engineer, Engineers, Social Mobiliser Officer, Account Officer, Programme Officer and DTA team. Mitra Shrestha from TMO RAP3, provided the background of CIM to the participants as well as basis for scoring while GE mentioned the previous year score of different key elements of thematic area for facilitating the assessment. The DCC/DTO officials scored various rating on different thematic area by consensus and thorough intensive discussion. The average score of CIM for 2017 is 7.18 which is more than previous year’s CIM score by 0.71.

District Annual Review and District Engagement Strategy Workshop

District Annual Review and District Engagement Strategy Workshop of Rural Access Programme 3, Parbat was conducted on 13th September 2017 at District Coordination Committee (DCC) Hall, Kusma Parbat. The Programme was chaired by Manohar Biswokarma Poudel, DCC Chairperson and altogether 66 participants including Chief District Officer, DCC Vice Chairperson, other DCC member, Local Development Officer, Acting Chief District Engineer, Mayor/Vice Mayor, Executive officer of Municipality, Chairperson/Vice Chairperson, Executive Officer and technical personnel of different Rural Municipalities, Chairperson of Nepal Journalist Council, DCC/DTO officials, RAP3 DTA team and TMO facilitator for Parbat, Mitra Bahadur Shrestha. Prakash Lamsal, Social Mobiliser Officer, DCC, played the role of facilitator. The welcome speech as well as main objectives of the workshop was explained by Acting Chief District Engineer, Laxmi Prasad Bhandari. Graduate Engineer, Neelam Thapa carried out presentation on RAP3 Introduction and District Annual Progress Review. Mitra Bahadur Shrestha explained the need of conducting district engagement strategy in the changed context of district after the transition of nation into federal system and establishment of various Municipality and Rural Municipality. Another important highlight of the programme was group discussion of Municipality and Rural Municipality on different thematic areas for identifying existing problems in those areas on priority basis as well as possible solutions to address those problems.
