As per the EIA agreement, tree cutting in the Mugu section is completed within the MHLR road corridor. The project field team has successfully collected all the tree logs that were felled and stacked at different 13 locations of Chankheli Community forest, Mugu. In the presence of Mugu Divisional Forest Officer, ward chairperson of Rara Chhayanath Municipality, civil society, political parties and local people of Bama, the project field team has handed over all tree logs and firewood to Chankheli Community Forest Users on 23rd July 2019. All the logs, firewood and its management now will be the responsibility of the community forest and should be used only with the approval of the Divisional Forest Office (DFO).

The Mugu DFO has also provided the letter of appreciation to RAP3 MHLR for successfully executing all the tasks and responsibilities in time. We would like to express our sincere thanks to all the concerned teams and authorities for their regular assistance and support to deliver our work effectively.

Suman Baidya and Surya Rana from the UK Department for International Development (DFID), Indra Tamata from DFID-Project Coherence Unit, and Shristi Bhattarai from Ministry of Federal Affairs and General Administration/Department of Local Infrastructure were in Dailekh and Kalikot as part of DFID annual review of RAP3 from 7th July to 10th July 2019. The team met two municipalities, Chamunda Bindrasaini in Dailekh and Raskot in Kalikot along with Mayors, deputy mayors, and chief executive officers to review RAP3 sustainability, progress, issues and challenges related to road construction and maintenance under RAP3. The municipal authorities expressed their interest in RAP approach, project working modality and appreciated our transparent system, quality control system and employment opportunities maintained and created by the project. The team also interacted with RMGs in Guranse-Patikanla and Mathillo Dungeswor – Dandaparajul at Dailekh and Sannighat – Sipkhana at Kalikot and observed the roads built and maintained under RAP. Furthermore, the team has also experienced that after the GoN took over the RMG work, there has been delay in supply of required safety gears/tools.

The overall field visit went well and the team got an opportunity to observe the stakeholders’ perceptions towards RAP support. The team- Gopi Chandra Upreti from Kathmandu, Damodar Khanal from Surkhet and Binod Yadav from Jumla had attended the annual review visit from RAP3 side.

The total road length of MHLR connecting Humla to the rest of the country via Mugu is 67km of which 4km is an improvement of the existing road and 63km is new construction. The structures work on the 4km improvement section has now been completed. This improvement work is at the very start of our project in Gamgadhi, nearby the Red Cross building, and ends at the Mugu Karnali River.

First designed in 1999, the Rural Access Programme (RAP) has been implemented continuously since 2001 and is a bi-lateral programme between the Government of Nepal (GoN) and the UK government’s Department for International Development (DFID). The programme is funded with grant assistance provided by UK Aid. The objective of RAP was to increase the economic opportunities available to the poorest and most vulnerable people in the remotest districts of Nepal. RAP provided employment for the poor to maintain and upgrade existing roads, construct new rural roads and upgrade socio and economic development where these were lacking. Implementation of the current RAP3 Implementation phase was started in 2013 which lasted until June 2019. Under its third phase, RAP’s Implementation focus was on the mid and far west of Nepal to address the low levels of road access in places with the highest levels of poverty, extreme remoteness, and lack of services and opportunities. RAP3 Implementation support included new road construction in four districts (Mugu, Humla, Kalikot and Bajura) and technical support for road maintenance in 10 districts in Nepal (including Jumla and Dailekh in the Karnali Province).

In this episode, we will discuss the efforts of dalit female local representatives to ensure that they continue to develop dalit female status in at all local levels. The local level elections held in 2074 provide opportunities for dalit female representatives to gain power at various local levels of Karnali and Sudurpaschim province of Nepal and to raise their voice and for dalits rights.  We hear from a few of these women about they specifically have been doing in their area.

It’s full steam ahead for the initial track opening of the 63 kilometres new road construction , which will become the road stretching from Gamgadhi town in Chhayanath Rara Municipality (Mugu district) and Deuli village (Darma) in Chankheli Rural Municipality (Humla district).

As of 30th June 2019 the IMC RAP3 implementation contract with DFID has ended after six years and one month. In its Project Completion Report the overall weighted score for RAP3 performance is 103%, or the equivalent of an A+ in DFID’s conventional scoring system.

Pabita Bista from Jumla working as Junior Technical Supervisor at Rural Access Programme 3 (RAP3) travelled to the London on 2nd June 2019 to attend The Association for Consultancy and Engineering (ACE) Apprentice of the Year Award Ceremony that was held on 6th June 2019 at the Royal Lancaster Hotel, London. She was shortlisted by ACE for the Apprentice of the year award 2019.
