In 2012 the District Transport Master Plan (DTMP) Guidelines were adopted by the Government of Nepal, guiding the preparation of 5-year investment plans for the District Road Core Network (DRCN) that was under the responsibility of the District Development Committees (DDCs). Based on the DTMP Guidelines, DTMPs were prepared for all 75 districts of Nepal. In 2015, the new constitution of Nepal was promulgated, introducing a new administrative structure for the country. The responsibility for the road network is now to be shared between the national government, the provincial governments and the palika (municipal) governments. This change in administrative structure has introduced the need for new guidelines to support the preparation of Provincial Transport Master Plans (PTMPs) and Municipal Transport Master Plans (MTMPs).
